SIDO was established in October 1973 as a parastatal organisation under now Ministry of Trade, Industry and Marketing. Its objective was to develop the small industry sector in Tanzania.

SIDO Arusha Regional Office currently serves Manyara region. Each Regional Office has a Technical officer who is responsible for promotion of artisan activities. SIDO Headquarters supervises and coordinates implementation of artisan support programme at regional level.

According to him, SIDO introduced incubator program for the first time in 2003 as a pilot program in about four regions—Dar es Salaam, Arusha, Singida, Mwanza and Mbeya. Since then, the program has been contributing immensely to the growth of start-ups that have ultimately risen to be successful enterprises in the country.
