But the dynamic seems to be, the empire is willing to turn a blind eye to what goes on there as long as the Hutts keep relative order. Exactly this. Everyone hates Tatooine. It's a dumpster. People need to remember Tatooine, just like any setting in a script, is a plot device. It was created purely to suit the narrative of the original movies, and quickly give the audience an idea of what Luke's life is like, set expectations and contrast for what's to come.

If you for some reason insist on playing on Legendary mode and dying to trash mobs and do Alderaan at the 26ish you usually finish Nar Shaddaa and want to complete Tatooine when the quests are grey and give no xp, the legacy would then be at the "end of Tatooine" for that char.
