When can we realistically expect Europa Universalis V to be
Dec 26, 2022 · Other pdx games have them (stellaris, vic3) and they are incredibly linear. More pops is better and to play optimally you have to wage war to steal pops instead of winning land. The dev system we have is more complex imo. It might be optimal to exploit dev to reduce overall dev costs or raze a province as a horde.

The only issue that has arisen is that they have been half assing their last few dlc. They are also introducing dumb mechanics to pad the amount of content in a dlc to justify the cost. They should have begun eu5 by now. The game need a solid reset and they should keep the best mechanics from eu4 and its dlc.
